A funding proposal to the State of the African Diaspora · Federal Capital Territory, Nigeria

The Sixth Region builds its city of healing.

The Nigeria Medicare City is a 600–1,000 hectare healthcare, research, education and wellness city — anchored by a 1,000-bed teaching hospital, funded by Diaspora hands, staffed by returning Diaspora clinicians, and endowing free care for the poor around it.

The story in one picture

Ending the reverse remittance.

Every year the Diaspora sends money home with sacrifice — and over a billion dollars of it flows straight out again, to hospitals on other continents. NMC turns that river around.

Today

African money, twice exported

Diaspora Family in Nigeria Foreign hospitals remittances US$1bn+/yr Value leaves the continent. Capability never arrives.

Foreign exchange lost. Specialists emigrating. Families flying their sick abroad — or not being able to.

With NMC

Remittance becomes inheritance

Diaspora NMC, Abuja bonds · equity · endowment coupons · care · careers · legacy Capital that earns, heals, trains — and stays African.

A Diaspora Medical Corps of returning clinicians. Bonds from US$1,000. A city the Sixth Region can visit, and point to.

Why this belongs to SOAD

Every SOAD pillar, made physical.

NMC is not merely aligned with the mandate of the State of the African Diaspora — it is the mandate, poured in concrete, planted in soil, and staffed by the Sixth Region.

Sustainable eco-cities

A carbon-conscious smart city: solar park with storage, recycled water, circular waste, green belts and lakes — a demonstration eco-city for the continent.

Health & wellbeing

A 1,000-bed teaching hospital, 15+ institutes, telemedicine into Diaspora homes, and an Endowment guaranteeing care for the indigent.

Women's, maternal & family health

Mother & Child, Women's Health and Children's hospitals at the heart of the campus — with the Office of the Wife of the President as federal champion.

Education & human capital

Medical, nursing and allied health schools for 3,000–5,000 students, with Diaspora scholarships and faculty exchange.

Twinning & cooperation

Institutional twinning between NMC and Diaspora hospitals, universities and municipalities under SOAD's own policy.

Diaspora investment

Bonds from US$1,000, equity, and endowment giving — remittances converted into income-producing African assets.

Climate justice & SDGs

Direct delivery on SDGs 2, 3, 4, 7, 8, 9 and 13, consistent with SOAD's climate-justice campaign.

Pan-African partnership

A flagship for joint advocacy through SOAD's continental relationships, including its MoU with the Pan-African Parliament.

The numbers, honestly told

Built to be examined.

Figures from the 30-year, formula-driven Financial Feasibility Model that accompanies this proposal. Deliberately conservative — and every assumption is open to SOAD's analysts.

Base case is conservative by design: domestic-weighted tariffs, no terminal value, full campus capex charged to the health economics. The upside — international patient mix, tariff realization, SOAD-accelerated volumes — is documented, not assumed.

What your money does — and earns.

The NMC Diaspora Bond Programme is designed for every wealth level of the Sixth Region: trusteed, escrowed, milestone-released, audited — and endorsed by SOAD.

Abuja is only the beginning

The Six Cities of the Nigeria Health Commonwealth.

The Nigeria Medicare City in the Federal Capital Territory is the national prototype and First City of the Nigeria Health Commonwealth (NHC) — health wealth held in common by a federation of member institutions, under the principle of One Nigeria, One Health System. Six regional Medicare Cities follow, one for each geopolitical region. Anchor the first, and you prove the template for all.

Each city replicates the NMC formula — teaching hospital, specialty institutes in three-floor pavilions, universities, industry and endowment — financed through a National Health Trust Fund and integrated with existing hospitals through a six-level national referral system. The full national blueprint, Nigeria Health Vision 2055, accompanies the Commonwealth's founding documents.

The call to the Sixth Region

Come and walk the land with us.

For four centuries the Diaspora has enriched every land except its own. One decision changes the story: anchor the first Diaspora-owned health city on African soil. We invite the Government of the State of the African Diaspora to appoint a working delegation and meet us in Abuja.
